GTCMW Behavioral Health Director
NLCMHA and Munson Healthcare are the primary partners in the development of the Grand Traverse Center for Mental Wellness (aka GTCMW).
GTCMW Behavioral Health Director is a management position which involves the development, implementation, coordination, and operation of a service component for NLCMHA including supervision of NLCMHA employees performing Access and Crisis Services, in addition to Peer Supports and Jail Diversion services.
This position requires substantial knowledge of applicable guidelines, reimbursement systems, contracting procedures, and professional knowledge of services to mentally ill and developmentally disabled consumers of the public mental health system.
This position operates with considerable independence under the general supervision of the Chief Population Officer.
A demonstrated exercise of judgment is required, as well as tact in dealing with the public and staff assigned for supervision.
This position also requires the monitoring of appropriated expenditures to support the services under the direct control of the manager.
ESSENTIAL FUNCTIONS: Responsible for the development, direction, and leadership of operational, financial, programmatic and personnel activities for behavioral health services at the Grand Traverse Center for Mental Wellness (GTCMW), a facility (as of 10/1/2023) that is under development and will function as a NLCMHA Access and Crisis Center.
This would include establishing, meeting and continuously monitoring the goals and objectives and development of the GTCMW as well as work with community stakeholders.
This position will have a wide array of duties, however, this position’s major responsibility will be directing the day-to-day operations.
Will oversee coordination and integration of all services provided in the GTCMW, as well as diversion services.
Behavioral health services are forecasted to include a crisis residential unit for adults and youth, crisis services including use of a Living Room model of care, short-term focused crisis intervention, including mobile crisis services, and Access staff.
Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws: Process of interviewing, hiring, and training employees Conducts regular clinical supervision of team members Completes performance evaluations of team members Effectively addresses disciplinary issues when necessary Establish measurable performance standards and measure actual performance against those standards Be knowledgeable of and understand human resources policies, procedures, laws, regulations, and union contract requirements.
Monitor and analyze financial data and utilize for decision-making regarding FTE’s, staffing and an operational budget.
Establish an annual operating and capital budget once the funding for the ARPA grant has been extinguished.
Will be required to participate in a rotating supervisory after-hours on-call system.
Will authorize services consistent with the NLCMHA authorization system.
Leads and/or serves on a variety of appropriate internal and external committees to represent the Behavioral Health Services.
Serves as a representative of Behavioral Health Services to NLCMHA in order to facilitate the shared interests and relationship between community partners of GTCMW.
Lead the coordination and alignment of Behavioral Health Services and supporting disciplines across inpatient and ambulatory settings.
Work with local and regional referring entities, community partners and other interested parties to respond to needs for access, communications, and smooth transitions of care back to the community for individuals who are experiencing a behavioral health crisis after episodes of care.
Facilitate processes to support internal and external transitions of behavioral health care for local emergency rooms, ambulatory settings, Street Outreach, local law enforcement and the community.
Establish network with community behavioral health services and other health care organizations to strengthen services to underserved patients.
SUPPLEMENTARY FUNCTIONS: May represent NLCMHA on internal/external committees or work groups to enhance organizational performance and development and quality of care, including Quality Improvement activities.
Serve as a resource to staff and the community at large seeking specialized services from NLCMHA.
May participate in community education/community caregiver activities.
May receive and assist in resolving complaints or inquiries related to services provided by NLCMHA GENERAL PERFORMANCE RESPONSIBILITIES: Set priorities and make decisions, which reflect consistency with NLCMHA’s vision and mission statements, goals, values, policies and procedures.
Provide services and conduct tasks in accordance with terms/conditions required by the funding source, i.
e.
, Northern Michigan Regional Entity (NMRE Contract), (MDHHS) CMHSP Master Contract and with applicable laws and regulations.
Participate in approved staff development activities, in-services and supervisory sessions.
Maintain confidentiality and develop a trusting rapport with consumers, families/guardians, staff and the general public.
Behave and communicate in a manner that promotes a positive work atmosphere.
Perform duties in an accurate and timely manner.
Maintain up-to-date documentation/records/reports as applicable for position performance accountability.
Adjust work schedule, with supervisory approval, to meet consumer and/or NLCMHA’s needs.
Maintain an awareness to provide a safe and healthy environment and will report all hazards and/or concerns.
Accept other responsibilities and duties required by the supervisor, consistent with the accomplishment of NLCMHA’s goals and objectives and the functions of this position.
Such responsibilities shall be incorporated into the job description if they involve a lengthy commitment of time or are ongoing.
Advise supervisor if actual practice (activity) begins to deviate significantly from specified essential functions.
Leads and/or serves on a variety of appropriate internal and external committees to represent the Behavioral Health Services.
Serves as a representative of Behavioral Health Services to NLCMHA in order to facilitate the shared interests and relationship between the parties.
Lead the coordination and alignment of Behavioral Health Services and supporting disciplines across inpatient and ambulatory settings.
Work with local and regional referring physicians to respond to needs for access, communications, and smooth transitions of care back to the community for individuals who are experiencing a behavioral health crisis after episodes of care.

QUALIFICATIONS: Masters degree in social work, Psychology, or Licensed Professional Counseling from an accredited university.
Licensed in the State of Michigan as one of the following (must maintain licensure): Licensed Masters Social Worker (LMSW) Licensed Professional Counselor (LPC) Psychologist Limited Licensed Masters Social Worker (LLMSW) Limited Licensed Professional Counselor (LLPC) Masters Limited Psychologist (MLP) Requires clinical and program development/expertise with adults with severe and persistent mental illness Minimum of 5 years clinical experience required Minimum of 2 years of administrative experience required Credentialed by NLCMHA to provide services in this professional discipline KNOWLEDGE, SKILLS & ABILITIES: Basic knowledge of the Mental Health Code, and the structure, guidelines and services of NLCMHA.
Uphold NLCMHA’s Code of Conduct and professional Code of Ethics, in addition to maintaining current appropriate State licensure/registration and standards where applicable.
Must possess professional knowledge, consistent with license or registration and demonstrate throughout employment practice equal to acceptable professional standards.
Ability to communicate, understand and carry out oral and written directions effectively in English and clearly present information both orally and in writing on a level suitable for public groups.
Learn community resources and identify procedures required to use a wide range of services.
Ability to maintain effective working relationships and productively serve as a member of a team with employees and the public plus have the ability to deal with problems courteously and tactfully.
Ability to work effectively with employees of other agencies, Board members, advisory groups, committees, professional organizations and the public.
Skill in advocating on behalf of consumers, families/guardians and NLCMHA with the community at large.
Must have a working telephone, possess and maintain a valid Michigan Driver’s License, have a good driving record, automobile insurance coverage and have access to an automobile.
Must be willing to transport agency consumers, including in own personal vehicle when necessary.
Ability to work effectively and cooperatively with individuals in small groups as a team leader and/or supervisor.
Skill in assessing and managing personnel needs and supporting staff.
Skill in developing the potential of assigned staff.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS: This position will require irregular hours to ensure 24/7 coverage of Access and Crisis Services.
This position may require travel by personal vehicle if an agency vehicle is not available.
