*BASIC FUNCTION:* The Talent Specialist provides excellent case management and customer service to participants, clients, and the general public that are served at the Michigan Works! West Central Service Centers.
This position works closely with clients in a variety of programs including but not limited Workforce Innovation and Opportunity Act (WIOA), Partnership.
Accountability.
Training.
Hope (PATH), and Wagner Peyser Employment Services programs.
The Talent Specialist acts as a case manager for Michigan Works! West Central’s employment and training programs, and contributes to the processes and collaboration of Michigan Works! West Central’s mission: to continually improve a workforce development system that produces a workforce with the required skills to attract, retain and expand business and enhance our regional economy.
*RESPONSIBILITIES AND DUTIES:* * Assist job seekers with resumes, cover letters and completing online job applications.
In addition, the Talent Specialist will provide assistance to participants through interviews, assessments, referrals, support services, and follow-up.
* Work closely with jobseekers in various Michigan Works! programs to help them with their training and employment goals.
* Responsible for case management, updating case files, data entry, data search, and data management using multiple data base software platforms to support and monitor and record participants’ progress to ensure that training and employment goals and objectives are met.
* Provide crisis intervention counseling and referrals addressing barriers to job search and employment such as childcare, transportation, housing, clothing, medical care, substance abuse counseling, and domestic violence * Understand and demonstrate a proficient use of Pure Michigan Talent Connect web site, including troubleshooting, problem solving and customer assistance, and routinely contact employers who have job vacancies in the area to offer hiring assistance.
* Follow the processes and procedures as outlined in operations manuals.
* Work closely with Business Services and employers to build relationships with employers to better assist with various levels of employee recruitment services.
* Input data into Salesforce, the Michigan Works! West Central Customer Relationship Management System.
Run reports in order to confirm completion of monthly goals.
* Schedule and reserve rooms for individuals, businesses and agencies using the Service Center.
* Proctor the GED test.
* Use the Unemployment Agency’s (UIA) web site to document when a UIA claimant has successfully created a profile on the Pure Michigan Talent Connect.
* Operate multi-line telephone system: operate phones at front desk, answer and transfer calls, use voicemail system and assist others with system.
* Records month end tasks: data collection, participant count.
Accountable for meeting and exceeding performance goals.
* Performs other duties as assigned by Supervisor.
These duties will be incorporated in a specific way into the Position Description, should they involve a lengthy commitment or extensive time.
*EDUCATIONAL/SKILL REQUIREMENTS:* Minimum: Associate’s Degree or equivalent.
* Thorough knowledge of Michigan Works! services and knowledge of all workforce development resources.
* Experience in working with community, public and non-profit organizations.
* Ability to establish and maintain effective working relationships with customers, staff, employers, partners, on-site supervisors, the general public and appropriate state agencies, keeping customer satisfaction as a guiding factor.
* Work history with demonstrated success in taking initiative, follow through, professionalism, problem solving and teamwork.
* Demonstrate proficiency in Microsoft Office Suite Software, multi-line telephone system, email management and electronic presentation skills are required for this position.
* Attend relevant trainings, conferences, and statewide meetings as requested.
Travel may be required.
* Social work, or case management experience preferred.
* Strong technology skills are required to be able to develop, collect and manage databases and maintain accurate records.
* Must be well organized and able to prioritize.
* Must have the ability to work under pressure and be flexible enough to reprioritize in order to meet deadlines.
* Consistently provide a good example of appearance, work ethic and customer service to customers served.
* Able to work with diverse population.
* Interpersonal skills necessary to work with customers, staff, employers, on-site supervisors, and the general public.
* Understanding of job search activities, local community resources, labor market information and career development.
* Monday through Friday, 8am – 5pm * Must be able to work in office and remotely.
Desirable: Bachelor’s Degree in business, social work, human resources, information technology or related field.
*EXPERIENCE REQUIREMENTS:* Minimum: One to three years of experience in some combination of the above fields.
Desirable: Three or more years of experience in a variety of the above stated fields.
NOTE: Any equivalent combination of education, training or experience which provides the required knowledge, abilities and skills will be considered.
